RAJOURI, April 13 – Jammu and Kashmir Lieutenant Governor Manoj Sinha on Sunday reaffirmed that the region continues to face persistent threats from across the border, stating that an “enemy nation” is relentlessly sending terrorists with the objective of disturbing peace and hindering the path of development in the Union Territory.
Speaking during the observance of Rajouri Day, the Lieutenant Governor made an emphatic appeal to citizens to cooperate with security agencies to dismantle the ecosystem that shelters and supports terrorism. His address underlined that peace and stability are essential prerequisites for sustained development in the region.
The ceremony, held to commemorate 77 years of Rajouri’s liberation from enemy occupation in 1948, was attended by senior military commanders, veterans, and top officials from police and civil administration, including Northern Army Commander Lt General MV Suchindra Kumar and White Knight Corps Commander Lt General PK Mishra.
A Tribute to Sacrifice and Courage
Paying homage to the brave soldiers and civilians who laid down their lives in defending Rajouri, LG Sinha said their courage and sacrifice remain deeply embedded in the region’s identity. He described Rajouri Day as a solemn reminder of India’s collective resolve and indomitable spirit in the face of external aggression.
“The gallantry of our soldiers and the courage of civilians who stood firm against the invaders in 1948 inspire us even today. Their unwavering commitment to national integrity is the foundation on which modern Rajouri stands,” Sinha said.
He also acknowledged the enduring contributions of Lieutenant Ram Raghoba Rane and Brigadier Muhammad Usman, who played pivotal roles in the liberation of Rajouri. Their acts of bravery, he said, are part of India’s proud military legacy and serve as beacons for future generations.
Call for Vigilance and Unity Against Terrorism
Referring to the ongoing threats from the neighbouring country, LG Sinha urged citizens and community leaders to remain alert and proactive in identifying and isolating elements that support or sympathize with terrorism.
“The enemy is continuously attempting to disturb our peace by infiltrating terrorists,” he said. “It is the collective duty of the Indian Army, CAPFs, Jammu and Kashmir Police, and the people to work together to eliminate this threat.”
He stressed the importance of public support in intelligence gathering and vigilance, which he said is essential to root out not just active militants but also their overground networks that provide logistical and ideological support.
“No Development Without Peace”
Reiterating the government’s commitment to progress, LG Sinha said the administration’s development goals cannot be achieved unless peace and harmony prevail.
“Without peace, there can be no progress. Security and economic development are interdependent. We must ensure that this region remains peaceful if we want to bring about real and lasting development,” he said.
He urged citizens to embrace lawful means of addressing grievances and to reject the narrative of violence, warning that terrorism only serves to destabilize society and harm innocent civilians.
Rajouri: A Living Symbol of Resistance
Highlighting the historical and strategic significance of Rajouri, the Lieutenant Governor said the district is not only a witness to past battles but also a symbol of the nation’s unwavering determination to protect its sovereignty.
“This land has seen immense courage. It is more than geography – it is a chronicle of patriotism. The sacrifices made here will continue to echo in our collective memory,” he said.
He also called on the younger generation to learn from the heroes of Rajouri, urging schools and families to instill values of patriotism, service, and resilience in their children.
Cultural and Military Display Marks the Occasion
The event featured a range of commemorative activities, including a motorcycle acrobatic display and thematic cultural presentations highlighting the role of the armed forces and Jammu and Kashmir Police in maintaining peace and order in the region.
A special postal cover was also released to mark 77 years of Rajouri’s liberation, a symbolic gesture honouring the valor and sacrifice that marked the district’s return to Indian control in 1948.
The cultural events showcased the diverse heritage of Jammu and Kashmir, with themes centered on unity, national pride, and the importance of preserving the peace that many fought hard to achieve.
The Legacy of Khalsa Panth and Military Virtue
In his address, LG Sinha also invoked the teachings of Guru Gobind Singh Ji, noting that April 13 marks the foundation day of the Khalsa Panth, which exemplifies courage, sacrifice, and spiritual resilience.
“Guru Gobind Singh Ji’s values are deeply embedded in our military ethos. His vision continues to guide our soldiers in facing the most difficult situations with valor and dignity,” he said, connecting the spiritual teachings with the moral strength of the Indian Army.
He observed that the discipline and values taught by the Sikh Guru have left a deep imprint on India’s defense forces, especially in their commitment to protecting citizens and upholding the sovereignty of the nation.
Civil-Military Synergy in a Fragile Region
Rajouri, being one of the most sensitive border districts of Jammu and Kashmir, has often been at the frontlines of both conflict and development. Over the past few years, significant investments have been made in the region’s infrastructure and connectivity.
However, recurring threats from across the Line of Control continue to disrupt normalcy. Security experts at the event echoed LG Sinha’s view that a people-centric counter-terrorism strategy is necessary for lasting peace.
Military officers present emphasized that counter-insurgency operations have seen substantial success, but warned that sleeper cells and cross-border terror links continue to pose a threat, particularly in areas with difficult terrain and porous borders.

LG Sinha’s speech ended with a renewed call to eliminate terrorism from its roots, encouraging all citizens of Jammu and Kashmir to take pride in their national identity and reject ideologies that glorify violence or seek to divide communities.
He described security, progress, and cultural harmony as three pillars that must be upheld with collective resolve. With sustained cooperation between citizens and security agencies, he said, Jammu and Kashmir can move toward a brighter, more peaceful future.
“Let Rajouri Day be more than just a remembrance. Let it serve as a commitment to preserve peace, uphold unity, and honour the sacrifice of our martyrs,” Sinha said.
The Rajouri Day celebrations this year were marked not only by ceremonial tributes but also by a clear and urgent message from the top leadership: that Jammu and Kashmir’s progress hinges on an unrelenting stand against terrorism.
