Jammu and Kashmir Lieutenant Governor Manoj Sinha described the ongoing budget session as a historic milestone, emphasizing that it is the first in seven years to be presented by an elected government in the Union Territory. Speaking at the session in the central hall of the J&K Assembly on Monday, Sinha underscored the budget’s significance, stating that it symbolizes the power of the people as it has been crafted by their elected representatives.
“This budget is not just a financial document; it reflects the aspirations of the masses and their hopes for a brighter future,” the Lt. Governor stated.
Commitment to Statehood and Inclusive Governance
Reiterating the government’s commitment, Sinha reassured that the administration is actively working to restore statehood to Jammu and Kashmir. He emphasized continuous engagement with stakeholders to achieve this objective.
He also addressed the rehabilitation of migrant Kashmiri Pandits, highlighting the construction of transit accommodations to facilitate their safe and dignified return.
“We take immense pride in our composite culture and traditions of harmony. The government remains dedicated to preserving peace and fostering an inclusive society built on mutual respect,” he added.
Economic Growth and Infrastructure Development
Lt. Governor Sinha highlighted notable economic progress in Jammu and Kashmir, emphasizing infrastructure advancements and socioeconomic improvements. However, he acknowledged persistent challenges such as regional disparities and unemployment, stressing that the government is focused on ensuring inclusive and balanced growth.
“Our focus remains on youth, women, and farmers, ensuring a progressive and inclusive economy. Major infrastructure projects, including the Sonamarg Tunnel (Z-Morh) and key segments of the Jammu-Srinagar National Highway, have significantly improved connectivity,” he said.
He also emphasized the government’s push for rural connectivity through the Pradhan Mantri Gram Sadak Yojana (PMGSY), ensuring all-weather roads to improve access to healthcare, education, and markets. The completion of the Udhampur-Srinagar-Baramulla Rail Link (USBRL) is expected to transform regional connectivity.
Renewable Energy and Industrial Growth
Jammu and Kashmir is leveraging its water resources to expand hydropower capacity, with major projects such as Pakal Dul, Kiru, Kwar, and Ratle expected to add over 3,000 MW of power. The administration is also prioritizing solar energy, aiming to solarize government buildings and provide clean energy to over 80,000 households under the PM-Surya Ghar Muft Bijli Yojana.
On the industrial front, the Central Sector Scheme, with an outlay of ₹28,400 crore, has attracted investments. Nearly 1,150 industrial units are in various stages of development, and the government is fast-tracking industrial infrastructure development to create a business-friendly environment.
Tourism and Handicrafts: Boosting Local Economy
Jammu and Kashmir’s tourism sector has witnessed record growth, with the government enhancing visitor experiences while promoting sustainable tourism. Infrastructure improvements are also being made for the Amarnath Yatra, ensuring smooth and eco-friendly pilgrimages.
The handicraft sector remains a key economic driver, employing over 4.22 lakh artisans. The government is promoting GI tagging of traditional crafts, providing skill training under the Vishwakarma Scheme, and setting up raw material banks for Pashmina and wool to support the textile industry.
Healthcare and Welfare Initiatives
The region’s healthcare infrastructure has seen remarkable progress, with the establishment of AIIMS Jammu and AIIMS Kashmir, along with an expansion of critical care facilities, dialysis centers, and telemedicine services.
Under the Ayushman Bharat–SEHAT scheme, over 15.35 lakh free treatments have been provided, saving residents approximately ₹2,765 crore in medical expenses.
“Our focus remains on good governance, digital initiatives, and grievance redressal mechanisms to bridge developmental gaps and enhance accountability,” Sinha emphasized.
The budget session marks a historic milestone for Jammu and Kashmir, reinforcing the power of elected governance and ensuring a development-driven approach. With commitments to infrastructure, renewable energy, industrial expansion, and social welfare, the government is aiming to create a progressive, inclusive, and economically vibrant Jammu and Kashmir.
